If a vehicle is known to be inoperable before listing or sale, the seller must clearly disclose it as “Inoperable (INOP)” and “AS-IS,” or offer it with a TRA or salvage designation. If the seller does not comply, the vehicle may be arbitrated and returned to the seller.
