Effective Date: October 13, 2026
Overview
To maintain a healthy, trustworthy marketplace for buyers and sellers, Manheim is implementing a Timed Sale Listing Policy. Aged listings that have not received a price decrease in 4 or more weeks will be deactivated when they remain priced above the MMR upper limit.
This policy is designed to improve pricing accuracy, strengthen buyer confidence, and ensure active inventory reflects real market conditions.
Why This Policy Exists
Aged listings — those priced above the MMR upper limit without a recent price decrease — reduce the effectiveness of the marketplace for everyone. Specifically, they:
- Suppress buyer engagement by surfacing off-market vehicles in search results
- Distort pricing signals that buyers rely on to make purchasing decisions
- Reduce conversion from search to vehicle detail pages
- Erode overall marketplace trust and liquidity
This policy introduces a structured enforcement mechanism to address the issue before it compounds.
Policy Summary
Listings with MMR Range
A listing will be deactivated when both of the following conditions are true at the same time:
- The controlling price field has not decreased in 4 or more weeks, and
- The controlling price is above the upper bound of the MMR range (MMR High).
Listings Without MMR Range
A listing will be deactivated when:
- The controlling price field has not decreased in 4 or more weeks.
Controlling Price Field Definition
The controlling price field is determined by listing type:
- Bid / Make an Offer (MAO) listings: Floor price
- Buy It Now (BIN) listings: BIN price
Exceptions
The following listings are not subject to deactivation:
- Listings priced below the upper bound of the MMR range, even if no price change has occurred in 4 or more weeks.
- Listings priced above the MMR upper bound that have received a price decrease within the past 4 weeks.
Enforcement and Re-Entry
Enforcement
Sellers have the full 4-week window to update pricing before enforcement is triggered. The 4-week threshold is configurable and may be adjusted in future policy updates.
Re-Entry Requirements
To reactivate a deactivated listing, the following conditions must be met simultaneously:
- The Floor or BIN price must fall below the upper bound of the MMR range.
- The starting price must be at or below the floor price.
- For vehicles with no MMR range, the Floor or BIN price must be reduced from the previous value.
Notifications
Sellers will receive proactive alerts via the platform UI and email:
- Advance warning at least 2 notification cycles before deactivation if no pricing update has been made.
- Notice when a listing is blocked from going live in the marketplace.
